Abstract: Managing university by law is a concrete embodiment of the comprehensive rule of law in the field of education.It is particularly important to ensure that the administrative and academic powers of universities operate in a regulated manner under the rule of law.The most crucial foundation and code of conduct for university administration operations are rules and regulations.Building rules and regulations is both the focus of rule of law construction and the important guarantee for the high-quality development of universities.In order to settle the corresponding problems in universities,we should focus on five principles such as legality,unity,scientificity,standardization,and stability.To strengthen the system construction of universities,we should pay attention to the two priorities of quality and implementation,strengthen the top-level design as well as the legal review of rules and regulations,optimize the dynamic management and constantly improve the implementation effect of rules and regulations
